The exercise is a requirement under a condition of the Trans Mountain pipeline expansion project approval and the National Energy Board Onshore Pipeline Regulations. The NEB requires that companies maintain an emergency management programme to effectively respond to an emergency that could adversely affect property, the environment, or the safety of workers or the public.
